Bluebook Renew Online in Nepal: Bill Book Renewal Guide

Quick answer

Pay the annual vehicle tax and renewal fee with valid third-party insurance. Bagmati vehicles can pay online via the Nagarik App, tmis.bagamati.gov.np, Khalti or eSewa; others pay at the Transport Management Office.

  • Valid third-party insurance is required before you can pay.
  • Under Bagmati's Finance Act 2083, a VRS-recorded online payment needs no physical stamp.
  • Late fines rise with delay, so check your expiry date in the bluebook or TMIS.

Late-fine percentages, the renewal fee and the Finance Act 2083 no-stamp rule are pending confirmation against official gazette text.

To renew your bluebook (also searched as "bill book renew") in Nepal, pay the annual vehicle tax and renewal fee for your vehicle, with valid third-party insurance. Bagmati Province vehicles can do this online through the Nagarik App, the Bagmati TMIS portal (tmis.bagamati.gov.np), or wallets such as Khalti and eSewa. Other vehicles pay at the Transport Management (Yatayat) Office. Under Bagmati's Finance Act 2083, an online payment that shows in the Vehicle Registration System (VRS) with an official receipt no longer needs a physical stamp in the bluebook.

What is a bluebook (bill book)?

The bluebook, also called the "bill book" or vehicle registration certificate (सवारी दर्ता किताब), is your vehicle's official registration document. It records:

  • the owner's details
  • the vehicle details (engine and chassis number, CC or motor power)
  • each year's tax payment and renewal

You must renew it every year by paying the vehicle tax. Unpaid years build up fines and cause problems when you sell or transfer the vehicle.

How to renew bluebook online in Nepal (Nagarik App and Bagmati TMIS)

Online bluebook renewal is available for vehicles registered in Bagmati Province. Koshi Province has also adopted online payment (see below). We could not verify an online channel for other provinces.

Option 1: Bagmati TMIS portal (tmis.bagamati.gov.np)

  1. Register with your name, mobile number and date of birth. Set a password using the SMS token, then log in.
  2. Go to My Vehicles and add your vehicle:
    • registration office
    • vehicle type
    • lot, symbol and number (e.g. बा ९९ प ….)
    • engine/chassis details from your bluebook
  3. Click Pay Tax. Payment only goes through if your vehicle has valid insurance.
  4. Choose your transport office and pay the tax and renewal fee.
  5. Download the PDF receipt. It carries a QR code that traffic police can scan.

Option 2: Nagarik App (yatayat bluebook renew online)

  1. Log in to the Nagarik App. The vehicle should already be linked in Bagmati TMIS/VRS.
  2. Open Vehicle Tax. Select Bagmati and your registration office.
  3. Enter the vehicle type and number, and check the amount due.
  4. Tap Pay Now and pay from a linked bank or wallet.
  5. Download the invoice/receipt.

Bagmati launched a QR-code digital bluebook linked to the Nagarik App in May 2025. Its FY 2083/84 programme plans a smart-card registration certificate and bluebook viewing in the Nagarik App.

Bluebook renew via Khalti or eSewa

  • Khalti: go to Government Services → Bluebook Renew. Available for Bagmati-registered private two- and four-wheelers. The vehicle must first be registered in VRS through the Nagarik App or TMIS.
  • eSewa: has offered vehicle tax and renewal payment for Bagmati-registered vehicles since September 2021.
  • Koshi Province: MyPay offers a bluebook pickup-and-renewal service for Koshi vehicles. The service charge is Rs 500, it takes 4–5 working days, and third-party insurance is required.

Searching "khalti bluebook renewal"? The steps are the same as the Nagarik App: enter the vehicle number, confirm the amount, pay, and keep the receipt.

Do you still need to visit the office after paying online? (Finance Act 2083)

Before FY 2083/84, an online payment had to be followed by a visit to the transport office within about 30 days to get the bluebook stamped.

Bagmati's Finance Act 2083 changes this. If an online payment through an approved electronic channel appears in VRS and a receipt (निस्सा) is issued, the bluebook does not need to be physically renewed. Koshi's Finance Act 2083 adds a similar relief: no fine if you paid tax online on time but did not get the physical bluebook renewed.

Keep the downloaded receipt on your phone.

Bluebook renew at the Yatayat (Transport Management) Office

  1. Go to the Transport Management Office where your vehicle is registered (see the Kathmandu list below).
  2. Take your bluebook, a copy of your citizenship or licence, and your valid third-party insurance.
  3. Pay the vehicle tax and renewal fee at the revenue counter.
  4. Submit the bluebook for renewal. Collect it once the renewal is entered.

Blue book renew fine (late penalty)

Fines are set by provincial law and are charged as a percentage of the tax due. Secondary sources, citing Bagmati's Vehicle and Transport Management Act 2075 (section 176), give:

Paid after the due dateFine on tax due
Within 30 days5%
31–75 days10%
After 75 days, within the same fiscal year20%
After the fiscal year ends32% per year

Amnesty: for FY 2083/84, Bagmati lets owners of two-wheelers that no longer exist or can't be used clear the record. They pay only the current-year tax and renewal fee by the end of Poush 2083 (about mid-January 2027), and penalties up to FY 2082/83 are waived.

How to check your blue book renew date

  • In the bluebook: the renewal page shows the expiry date (म्याद पुग्ने मिति). The last page (कैफियत) shows which years have been paid.
  • Online: log in to Bagmati TMIS or the Nagarik App → Vehicle Tax. Your dues and payment history are shown there.
  • When renewal is due: the tax is usually due each year by the anniversary of your registration/last renewal, not on one national date. If in doubt, check your dues online before the expiry date.
