Best European Country for Work Visa from Nepal (2026)

No single European country is "best" for every Nepali worker. In 2026, Romania, Croatia, Malta, Portugal and Poland issue the most work visas to Nepalis, mostly for semi-skilled jobs on employer-sponsored permits. Germany and Luxembourg pay more and offer faster routes to permanent residence, but they mainly hire skilled or qualified workers. Hungary has closed its guest-worker route. Czechia and Lithuania are heavily limited by quotas. Whichever country you choose, you need a genuine job offer, an employer-sponsored permit, a national D visa, and a labour permit (shram swikriti) from Nepal's Department of Foreign Employment (DoFE) before you fly.

How many Nepalis go to Europe for work?

  • Kathmandu Post (July 2026): in the first 11 months of FY 2025/26, DoFE issued 53,951 labour approvals for 24 European countries:
    • Romania 24,767
    • Cyprus 7,314
    • Portugal 3,245
    • Malta 3,056
    • Bulgaria 2,993
    • Serbia 2,899
    • Croatia 2,817
    • Greece 2,254
    • Austria 1,961
    • Germany 316
  • Spotlight Nepal (August 2026): reports a higher full-year figure of 85,851 permits for Europe in FY 2025/26. About 85% were individual (self-arranged) permits.

The two counts differ in coverage and period, so treat them as indicative.

Romania: the biggest destination for Nepali workers

  • What changed in 2026: emergency ordinance OUG 32/2026 (Official Gazette 335, 27 April 2026) replaced the old aviz de muncă with a single online application on WorkinRomania.gov.ro.
  • Two visa streams:
    • D/AM1: highly qualified workers, not subject to quota.
    • D/AM2: permanent, seasonal and cross-border workers. Only authorised employers or agencies can apply, the job must be on the shortage list, and it counts against the annual quota.
  • Employer requirements for D/AM2: at least 24 months of activity, at least 50 employees, and a €1,000 guarantee per worker.
  • Worker protections: agencies may not charge workers any fee, and contracts must be bilingual.
  • Visa fee: long-stay visa about €300.
  • Agreements and arrival checks: Romania is the only European country that has signed a bilateral labour agreement with Nepal. Romania now checks with the employer when workers arrive, to stop people moving on to other countries.
  • Minimum wage: RON 4,325 gross per month from 1 July 2026.

Croatia

  • How the permit works:
    1. The employer requests a labour market test from the Croatian Employment Service (HZZ). Shortage-list jobs are exempt.
    2. The employer applies for your stay-and-work permit at the Ministry of the Interior (MUP) within 90 days.
  • Permit terms:
    • There has been no quota since 2021.
    • Since March 2025, permits can last up to 3 years.
    • Employers must pay a penalty if a recruited worker doesn't start or is dismissed early through no fault of their own.
  • Housing rules from 2026: at least 14 m² per worker, and rent capped at 30% of net pay.
  • Trend: Croatian data show about 14,500 permits for Nepalis in January–July 2026, roughly 6,000 fewer than a year earlier.
  • Minimum wage: €1,050 gross.

Malta

  • How the permit works: Malta uses a Single Permit, and only the employer can apply.
    • The job must first be advertised on Jobsplus and EURES for at least 3 weeks.
    • Jobsplus can refuse employers with high dismissal rates.
  • Fees:
    • €600 for the first permit, €150 per year to renew.
    • A mandatory pre-departure course (€250) has applied since 1 March 2026.
  • Recruitment route: Malta is the main destination for institutional (agency) recruitment from Nepal.
  • Minimum wage: about €994 per month.

Portugal

  • What changed:
    • The "manifestação de interesse" route ended in June 2024.
    • The general job-seeker visa ended on 23 October 2025.
  • How to apply now: you need a work contract and a work residence visa.
    • Since 15 April 2026, the Portuguese Embassy in New Delhi accepts these applications only through the hiring company.
    • Visa fee: €110 plus the service provider's charge.
    • A temporary residence permit of 2 years follows, renewable for 3.
  • Kathmandu office: Nepal's cabinet approved a Portuguese consular office in Kathmandu in August 2026. Its opening date is not yet known.
  • Minimum wage: €920.

Poland

  • The permit: the employer obtains a Type A work permit. Since 1 June 2025 there has been no separate labour market test.
    • Permit fee: PLN 400 for more than 3 months.
  • The visa: you then apply for a national D visa (€135) at the Polish Embassy in New Delhi, which covers Nepal.
    • Applications go through VFS centres in India.
    • Appointments are allocated by a weekly electronic draw.
    • Decisions usually take 15 days, up to 30.

Germany (best for skilled workers)

  • Visa routes:
    • Skilled worker visa
    • EU Blue Card: €50,700, or €45,934.20 for shortage occupations and recent graduates
    • Opportunity Card (Chancenkarte), for job-seekers who meet the points and language rules
  • Language: German matters. Recognised qualifications and German skills are the main hurdles.
  • Where to apply: at the German Embassy in Kathmandu through the Consular Services Portal.
    • Fee: €75.
    • The embassy says to allow at least 4–6 weeks.
  • Volume: Germany has a declaration of intent with Nepal, but deployment is still small (316 approvals in 11 months).
  • Minimum wage: €13.90 per hour.

Luxembourg

Luxembourg suits qualified professionals. The employer needs an ADEM certificate after a 3-week labour market test, or you qualify for the EU Blue Card (€65,652 a year). Long-stay visas go through the Luxembourg visa centre at VFS Kathmandu, with appointments via the embassy in New Delhi.

Countries that are hard to access right now

  • Hungary: the guest-worker route was limited to Armenia, Georgia and the Philippines from December 2024. It closed to new applications on 6 June 2026.
  • Czechia: the New Delhi embassy (which covers Nepal) accepts Employee Card applications only under government programmes. The annual regional quotas are 600 Qualified Worker and 960 Highly Qualified/Key Staff places.
  • Lithuania: the 2026 quota of 24,700 workers was nearly used up by July 2026. After that, much higher salary thresholds apply.

Which country is best for a working visa from Nepal?

  • No degree, open to factory, construction, hospitality or care jobs: Romania, Croatia, Malta, Portugal and Poland have the most openings. Compare the employer, the contract salary, housing and the total agent cost.
  • Degree or in-demand skill (IT, engineering, nursing), willing to learn the language: Germany and Luxembourg offer higher pay and clearer routes to long-term residence.
  • Long-term residence: EU long-term residence generally requires 5 years of continuous legal residence except Portugal which requires 5 years of legal residence.

How to apply for a Europe working visa from Nepal (step by step)

  1. Get a genuine job offer and contract from an employer in the destination country.
  2. The employer obtains the work permit: Type A (Poland), stay-and-work permit (Croatia), Single Permit (Malta), or WorkinRomania approval (Romania).
  3. Apply for the national D visa at the embassy or visa centre that covers Nepal. This is often in New Delhi, or VFS Kathmandu for some countries.
    • Typical documents: passport, contract, permit, police clearance, qualifications, medical certificate, accommodation proof.
  4. Get your labour permit from DoFE:
    • Individual permit: apply online at feims.dofe.gov.np.
    • Institutional permit: arranged through a licensed recruiting agency.
    • You pay the Foreign Employment Welfare Fund contribution (Rs 1,500 for contracts up to 3 years, Rs 2,500 for longer) and the required insurance/SSF contributions.
    • Travelling for work without a labour permit is not allowed at the airport.
  5. Attend pre-departure orientation and keep copies of your contract and labour permit sticker.

Every country listed above is on DoFE's list of countries open for foreign employment.

Warning: Europe job fraud is rising

  • The scale: the Kathmandu Post reported that 4,993 people filed complaints about European job fraud, claiming about Rs 240 million. Agents charge Rs 7–20 lakh.
  • Protect yourself:
    • Check the agency's licence on DoFE's recruiting-agency search (foreignjob.dofe.gov.np).
    • Never pay for a "guaranteed visa." Embassies decide visas. No agent can guarantee one.
    • Verify the employer and the permit with the destination country's official portal or embassy. Romanian agencies may not charge workers any fee.
    • Get receipts for every payment. Avoid cash deals and "transit via another country" offers.
    • Report fraud to DoFE: ujuri.dofe.gov.np, hotline 1140. Taking money on false job promises is an offence under the Foreign Employment Act 2064.
